De-Sovietizing the past, facing the neo-totalitarian relapse?

The question of Soviet and neo-Soviet totalitarianism was not settled in
1991 after the end of the USSR. It is now being forcefully raised with the
neo-totalitarian relapse that Russia is experiencing. How to settle the
score? Which work of commemoration shoud be undertaken? Will a trial be
necessary?
